In an effort to address compliance with Affordable Care Act legislation, VCU has amended the limitation on the number of hours employees ineligible to receive healthcare benefits may work from 1500 hours annually to 1480 hours annually. This change will take effect this reporting period (beginning May 1, 2016).

As a reminder, state law and VCU policy require that employees who are not eligible for health care benefits (ineligible) under the state’s health care plan work no more than 29 hours per week on average over a 12 month period. This applies to adjunct faculty as well as wage staff.

Employees who hold more than one ineligible position with the university
Hours worked in both positions will count toward the annual hour limit of 1480. Work study, post-doctoral workers, and select employees in exempt salaried or other classification positions are not subject to the annual hour limitation. Management reports from VCU Human Resources
VCU Human Resources monitors timekeeping to help managers ensure these limitations are not exceeded. Managers and supervisors are notified when employees are close to working the annual maximum number of hours, however, supervisors and staff should also monitor this closely throughout the year. Existing 29-hour management reports will be modified to report based on the new limit of 1480. The modified reports are available in the VCU Reporting Center. Because the new reports will be based on a limit of 1480, the old master 29-hour management report will remain in the reporting center with a label of “Management of 29 Hours – Before May 2016.”

The online adjunct calculator has also been updated to calculate FTE, hours per day, and hours per pay based on this new limit. The calculator is designed to display an error message if the annual limit exceeds 1480. The online adjunct calculator is located at http://app.hr.vcu.edu/adjunct/. Before submitting an adjunct appointment or contract renewal, this calculator must be used to collect appropriate information.
