This is an on a significant policy change the Virginia Department of Human Resource Management (DHRM) released regarding the rehire of former VCU full-time and quasi-full-time faculty or classified staff (working 30 hours or more) into other types of positions (e.g. wage or adjunct) at the university that are not eligible for state employee health coverage.

Effective immediately, any full-time or quasi-full-time (30 hours or more) faculty member or classified staff at a state institution of higher education (VCU) must have a minimum separation of at least 26 weeks before they can be rehired into other types of positions (e.g. wage or adjunct) within their institution. This applies to all former full-time and quasi-full-time classified staff and faculty employees, including retirees.

This policy change addresses compliance with the Affordable Care Act (ACA) which requires large employers, including VCU, to offer qualifying health coverage to employees who regularly work 30 hours or more per week, or pay a penalty.
