VCU Procurement Services

Fostering a community of financial advocacy at VCU!

The Higher Education Equipment Trust Fund (HEETF) helps VCU departments purchase equipment for instruction and research. If your department is planning a HEETF-funded purchase, Procurement Services encourages you to reach out early, especially for specialized equipment, high-dollar purchases, or items with long delivery times.

Why start early?

Some equipment purchases require competitive solicitations, supplier coordination, or contract negotiations. Getting Procurement Services involved during the planning stage can help identify the best purchasing approach and avoid unnecessary delays.

What you need to do

If you’re planning a HEETF-funded purchase:

  • Contact Procurement Services early. You don’t need to wait until every detail is finalized.
  • Share your equipment needs. Include a description, estimated cost, preferred supplier (if known), and anticipated delivery timeline.
  • Provide your SCHEV approval status. Let us know whether the purchase has received approval from the State Council of Higher Education for Virginia.
  • Plan for procurement lead times. Specialized equipment and purchases requiring competition or contract negotiations may take additional time.
