The Virginia Debt Collection Act (Code of Virginia, ยงยง 2.2-4800 et seq.) requires that state agencies, including VCU, take appropriate measures to collect on all debt owed. To comply with this requirement, effective May 2, 2024, VCU Parking and Transportation will implement the following process for parking fines with a past due date of July 1, 2021 or later:

  1. Registered vehicle owners will receive email reminders 1, 4 and 22 days after the past due date (if VCU has an email on file) before a $10 late fee is assessed.*
  2. A $10 late fee will be issued 31 days after the past due date, and the first letter will be mailed to the registered owner of the vehicle. Registered owners will then have 30 days to settle their account (i.e., pay for the debt owed plus the late fee) before it is sent to a collection agency for collection on day 61.
  3. A second letter will be mailed to the registered owner 40 days after the past due date.
  4. A third and final notice of possible collection action will be sent to the registered owner 50 days after the past due date.
  5. On day 61, the unpaid citation will be turned over to a collection agency for collection.

**For existing citations exceeding 30 days, a $10 late fee has already been applied. You have a 30-day window to settle the citation(s) before it undergoes collection agency proceedings.
