Charles “Corky” Conyers, Ph.D., is currently the Senior Management Analyst at US Office of Personnel Management. His primary duty includes the creation and implementation of OPM’s Open Government Plan (http://www.opm.gov/open/index.aspx) related to the Open Government Memorandum (OMB-10-06), commonly known as the Open Government Directive. In this memorandum the President identifies and sets an unprecedented standard for a more transparent, participatory, and collaborative form of Government. Dr. Conyers is part of a Core Team comprised senior level staff across OPM; operations, finance, compliance, policy, retirement and benefits, information technology, investigations, and legislative affairs. The Chief Information Officer, based on this plan, will introduce innovative technologies to enable employees, the public and other agencies to access centralized documentation and to collaborate with internal and external stakeholders. One such example is the Searchable Frequently Asked Questions, which is a database of responses allowing inquirers the ability to find answers using a self-service functionality.

Corky

Previously Dr. Conyers was the Acting Deputy Director and a Senior Program Analyst serving in several simultaneous capacities within the USAJOBS® Program Office that led to the launch of USAJOBS.gov (version 2). Dr. Conyers was the Contracting Officer’s Representative for all contracts for the Program. Additionally as the Fiscal Lead he was the principle point of contact responsible for Billing and Collection of Employment Services Fees, distribution of the Memorandum of Understanding/Service Level Agreement, Capital Asset Planning, formulation of the USAJOBS® Budget Proposal, and was the procurement point of contact for the Program Office. As the Integration Lead he was responsible for the coordination and monitoring the Integration procedures for USAJOBS® with various agency assessment systems thereby improving system integration for the Program Office and the implementation of OMB Memorandum 09-20, which required agencies to post applicant status on USAJOBS®. As the Policy Lead he was the Program Office interface with OPM’s Employee Services Division and was responsible for the coordination/implementation of the policy guidance needed for the technology provided by the contractor to USAJOBS®.

His previous recruitment and staffing experience in the Federal Government has been as the Marketing Representative for OPM’s automated recruitment system in the USA Staffing® Program Office. This is an OPM operated system of record that helps Human Resource Specialists rate, rank and select the most qualified candidates for Federal vacancies. He has also been an Adjunct Professor of Political Science at Howard University since Fall 2005.Dr. Conyers entered Federal service as a Presidential Management Internship (PMI) after graduation from VCU with degrees in Political Science (B.A.), Masters in Public Administration and Ph.D. in Public Policy and Administration.
