Franklin "Frank" P. Hall

I was deeply saddened to learn of the passing of Frank Hall, a member of Virginia Commonwealth University’s Board of Visitors and a beloved and respected leader in Virginia for many years.

Frank died peacefully on Monday evening. He was 76.

A true gentleman in every way, he had served on the BOV since July 2014. In that time, he had shown himself to be an important and devoted champion for the faculty, staff and students who are advancing VCU’s mission in every way. Formerly a member of the VCU Health System Board of Directors, he also helped build a health system that has emerged as a national leader and model for excellence in clinical care, diversity and service.

Frank’s curious and thoughtful mind, paired with his penchant for decisive action, served our university very well. He will by missed be the many people across the commonwealth and beyond who care deeply about and invest so much into VCU’s success as a premier urban public research university — a mission that Frank’s leadership helped progress.

A leading attorney in the region for more than four decades, he was a principal with the firm of Hall & Hall Family Law and helped lead the Richmond Bar Association, the Virginia State Bar and the Virginia Trial Lawyers Association.

His unwavering commitment to ethics and vast knowledge of the law helped make him a prominent and skilled legislator. He worked alongside then-U.S. Senate Majority Whip Hubert H. Humphrey and remained on Humphrey’s staff when he served as vice president to Lyndon Johnson.

Most of Frank’s wonderful life and political career, however, were dedicated to the people of Virginia. He represented the 69th District (Richmond City, Chesterfield County) in the Virginia House of Delegates for nearly 25 years, including a stint as House Democratic Leader. He was also a member of the state’s Alcoholic Beverage Control commission; served on the board of directors of First Community Bank; and served on the leadership boards of the Richmond and Virginia Metro Jaycees and the Richmond Area Young Democrats.

At VCU, we ask all of our people to use their profound knowledge and talents to make a difference in the lives of the people around them. Frank Hall dedicated himself to doing exactly that.

He was a brilliant and compassionate man with a wonderful soul. He will be missed.
