According to this article in the New York Times,

advocates for the deaf file federal lawsuits against Harvard and MIT, saying both universities violated antidiscrimination laws by failing to provide closed captioning in their online lectures, courses, podcasts and other educational materials.

The last standard in the Quality Matters rubric concerns addressing accessibility within your online course.  This page from Blackboard details the process of captioning video and how to find video content that is already captioned.

Blackboard Learn also has an On Demand Tutorial playlist for students with closed captioned videos that details many of the most commonly used features in the Blackboard LMS.
