Stilson ran one of the city\u2019s now-defunct streetcars along the Old Clay Street line for 25 cents an hour. An amateur photographer, he brought his camera along to work and shot footage across the Richmond area. Traversing Richmond with an early motion film camera, he recorded some of the earliest moving images of the city from 1929-1933. Now, viewers can explore the newly available restored films that captured snippets of everyday life.<\/p>\n\n\n\n<p>Stilson\u2019s great-granddaughter, Kathleen \u201cKitty\u201d Snow, donated the films to VCU Libraries\u2019 Special Collections and Archives. Snow inherited thousands of photographs and several tapes that had been hidden in her father\u2019s garage, and realized that they recorded unique moments from an unusual perspective. Her interest led her to form&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/www.richmondinsight.com\/\" target=\"_blank\">Richmond in Sight<\/a>, a non-profit organization that has pieced together community records and oral histories based on Stilson\u2019s documents. Snow has written four books containing the photographs and their histories, several of which are available in Special Collections and Archives.<\/p>\n\n\n\n<p>Support from a&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/www.filmpreservation.org\/\" target=\"_blank\">National Film Preservation Foundation<\/a>&nbsp;Amateur Film Preservation Grant allowed VCU Libraries to digitize the nearly 100-year-old Stilson reels, describe the collection and make it freely available on the&nbsp;<a rel=\"noreferrer noopener\" href=\"https:\/\/scholarscompass.vcu.edu\/stilson\/\" target=\"_blank\">Libraries\u2019 digital collections platform<\/a>. This year marks the centennial of the founding of the Junior League of Richmond, which has entrusted thousands of documents, images, scrapbooks, memorabilia and other materials to VCU Libraries\u2019 care.<\/p>\n\n\n\n<p>More than 10 years ago, the organization discovered that the thousands of items in the League\u2019s \u201carchive\u201d were disintegrating and not stored in a way that made them readily accessible. The records were housed in the historic Mayo-Carter House, which was soon to be on the market. Built in 1895, the Beaux Arts mansion at 205 West Franklin Street was sold in 2018. League members embarked on a project to organize and digitize its historic records as they prepared to move the headquarters.<\/p>\n\n\n\n<p>The League is an active organization of women committed to promoting voluntarism, developing the potential of women and improving the community through the effective action and leadership of trained volunteers. From its earliest days, the League has undertaken projects critical to the health and wellbeing of society. Today, with almost 600 members, the League\u2019s community programming efforts center on helping women in need. Over its 100 years of action, the League has invested millions of dollars &#8211; including more than $773,000 in the last five years alone &#8211; and countless volunteer hours in pursuit of a stronger, better Richmond.<\/p>\n\n\n\n<p>The value of the League\u2019s archival materials is immeasurable. Scrapbooks and newspaper clippings and leaders\u2019 reports chronicle Richmond\u2019s social welfare needs and valiant efforts to solve intractable problems. The ruling effectively changed existing law in the five states within the jurisdiction of the Fourth District Circuit: Maryland, Virginia, North Carolina, South Carolina, and West Virginia.&nbsp;<\/p>\n\n\n\n<p>Materials in this collection include correspondence between GAS spokesperson Walter A. Foery and individuals in several LGBTQ+ organizations, including Lambda Legal and the National Gay Task Force, as well as replies to letters Foery sent to Virginia representatives, including Harry F. Byrd. Films also show student protests from Richmond Professional Institute (RPI), Virginia Commonwealth University (VCU), Virginia Union University (VUU), and Virginia State College (now Virginia State University). Some films feature activities in Virginia locales outside of Richmond and Washington, D.C.<\/p>\n\n\n\n<p>The films help bring these pivotal public events to life. \u201cOften, much of the protest footage from the civil rights and anti-Vietnam War era is in black and white, which can make some of these events feel distant from our current reality. Having these moving images of individuals making their voices heard in full color reminds us that these historical movements were not really that long ago,\u201d says Digital Initiatives Librarian Irina Rogova.<\/p>\n\n\n\n<p>During the turbulent years of the 1960s and 1970s, the Richmond Police Department surveilled groups, people and events they determined to be subversive, counter-cultural or threatening. Most of the films were taken at public events, with officers filming from the street-level sidelines or even embedded in the event.&nbsp; While it appears the department was primarily focused on the Civil Rights, Black Power, Women&#8217;s Rights, and Anti-War movements, they also surveilled those involved with the White Power and anti-integration movements.<\/p>\n\n\n\n<p>The collection was acquired in 2017, but the films are only now available for researchers because intense restoration was needed. The original film reels were deteriorating and viewing them could have caused more damage. Last year, VCU Libraries received a $24,585.00 grant from the Council on Library and Information Resources (<a href=\"https:\/\/www.clir.org\/\">CLIR<\/a>) to support the preservation of the Films of Richmond Police Department (RPD) Surveillance Records (1961-1973). The award was part of CLIR\u2019s \u201c<a href=\"https:\/\/www.clir.org\/recordings-at-risk\/\">Recordings at Risk<\/a>\u201d program, which is made possible by funding from the&nbsp;<a href=\"https:\/\/mellon.org\/\">Mellon Foundation<\/a>.&nbsp;<a href=\"https:\/\/www.library.vcu.edu\/about\/news\/2024-news\/grant-will-preserve-richmond-civil-rights-era-films.html\">Details about the project grant<\/a>.<\/p>\n\n\n\n<p>\u201cThanks to the Recordings at Risk grant, we are now able to make this footage widely accessible to all,\u201d said Head of Special Collections and Archives Chrystal Carpenter. \u201cBy preserving and sharing this material, we aim to foster meaningful scholarship, community dialogue and intergenerational reflection on the city\u2019s legacy of activism.\u201d&nbsp;<\/p>\n\n\n\n<p>Today, 112 films are available&nbsp;<a href=\"https:\/\/scholarscompass.vcu.edu\/rpd_films\/\">online via Scholars Compass<\/a>. Additional films are available by request in Special Collections and Archives. This year <a href=\"https:\/\/web.law.duke.edu\/cspd\/publicdomainday\/2025\/\">copyrighted works from 1929 <\/a>become free for all to copy, share, and expand upon. <\/p>\n\n\n\n<p>Why is the public domain so significant? According to Duke University\u2019s <a href=\"https:\/\/web.law.duke.edu\/cspd\/publicdomainday\/2024\/why\/\">Center for the Study of the Public Domain<\/a>, the public domain 1) benefits the arts by allowing artists to use past works to make new ones, 2) makes education more affordable by allowing educators to assign works available for free online, 3) keeps the government accessible and accountable to its citizens as all federal government works are automatically public domain, and 4) supports libraries, archives, museums, and those who use them to make more works available to the public.<\/p>\n\n\n\n<p>Here at VCU Libraries, the public domain is a vital part of how we get materials to the VCU community: When something is in the public domain, there are fewer restrictions on how we can share materials physically and digitally with the public. With materials in copyright, more labor on the part of library workers goes into seeking out information about the copyright holder and placing an accurate copyright statement on the material. Sometimes, materials are not digitized and broadly shared with the public because of concerns about potential copyright violations. However, many public domain advocates believe that copyright terms in the U.S. have become too long. The current terms rarely benefit individual copyright holders\u2014according to the Center for the Study of Public Domain, \u201c<a href=\"https:\/\/web.law.duke.edu\/cspd\/publicdomainday\/2022\/faqs\/#q12\">studies have found that only 2% of works between 55 and 75 years old continue to retain commercial value.<\/a>\u201d So why are materials being kept out of the public domain for so long?<\/p>\n\n\n\n<p>Last year was a significant year for Public Domain Day, as it marked the first time a Disney entity entered the public domain\u2014<a href=\"https:\/\/web.law.duke.edu\/cspd\/mickey\/\">something the Disney corporation has lobbied against, successfully extending copyright terms to 95 years<\/a>. However, Jennifer Jenkins at Duke notes that companies like Disney have also benefited from materials already in the public domain, with many of their stories being built upon the works of authors like Lewis Carroll, The Brothers Grimm, Victor Hugo, Charles Perrault, Hans Christian Anderson, and Carlo Collodi.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"11230\" height=\"7506\" src=\"https:\/\/blogs.vcu.edu\/library-collections\/wp-content\/uploads\/sites\/476\/2024\/12\/beers_007.jpg\" alt=\"\" class=\"wp-image-5163\" \/><figcaption class=\"wp-element-caption\">Outline map of the cities of Richmond and Manchester and vicinity, from Beers, F.W. Here at VCU Libraries, digital collections are a mix of public domain materials, materials still in copyright where copyright is held by VCU or VCUL has been given permission to share materials, and materials shared under <a href=\"https:\/\/copyrightalliance.org\/faqs\/what-is-fair-use\/\">fair use<\/a>. Determining an item\u2019s copyright status can be a challenging task, but resources like <a href=\"https:\/\/guides.library.cornell.edu\/copyright\/publicdomain\">Cornell University\u2019s chart on copyright terms and the public domain<\/a> help us understand when permission is needed. Ultimately, making archival and cultural heritage materials widely accessible relies on an understanding of how to present intellectual property ethically and transparently when permission is needed.<\/p>\n\n\n\n<p>Public Domain Day began as an informal observance in the early 2000s, but our understanding of its importance has grown over the years. Recognizing how valuable freely available cultural heritage is for scholarship, preservation, creativity and enjoyment makes this a day for all of us to celebrate.
