May 4, 2021

On Monday, May 10, crews will transition striping work from level 7 to level 6. The spaces on the south end of the deck will be completed the first week, followed by the north end on the second week. The crew will begin blocking spaces on Friday, May 7, and level 7 spaces are expected to be returned on Saturday, May 8.

While this work takes place, the following impacts will occur:

  • Stair tower #5 will be inaccessible on lower level 6. 
  • The south end of the deck will be blocked on upper and lower level 6.
  • The express ramp from the street at level 5 will be blocked. 
    • To access levels 6 and 7, please use the level 4 entrance.
    • To access and exit levels 6 and 7, use the north ramps, as the south ramps will be blocked on these levels.

Please be mindful of this closure, avoiding parking in restricted areas during this period. Flagmen will be present to guide traffic as needed, and signs will be erected indicating the traffic pattern changes.

Level 6 is expected to reopen on Monday, May 24.

April 21, 2021

Starting Monday, April 26, crews will begin striping and adding perpendicular spaces to levels 4, 5, 6 and 7.

Work will begin on level 7 first, and while this work takes place, level 7 will be closed for a two-week period. During this closure, crews will work to expand the size of the existing parking spaces to 8’6″ and adjust the angled spaces to perpendicular ones.

Please be mindful of this closure, avoiding parking on level 7 during this period. Level 6, in addition to the lower levels, will be available during the first phase of the work. Elevators will remain operational, and stair tower #1 will be the only stair tower accessible on level 7 during this working period. All remaining stair towers (towers #2-5) will be accessible up to level 6 only.

Level 7 is expected to reopen on Monday, May 10.

April 12, 2021

 The traffic membrane application has begun in front of the elevators and stair tower #1. Crews are currently ahead of schedule, and as a result, will be transitioning to closing elevator #1 and releasing elevator #2, along with stair tower #1, on Wednesday, April 14.
 

  • Though elevator #1 will be closed for construction, the opposite elevator will be available for use.
  • Additionally, there will be a slight change in the traffic pattern on level 2 and level 3, as crews will block a portion of spaces and create a small detour away from the work area. Please adhere to the signage indicating the active drive lane, as it will shift slightly to allow the construction team to perform this work.

 
The entire portion of this project is now expected to be completed by Monday, April 19. Signage will be posted throughout the elevator and stairwell to indicate the closures.

April 6, 2021

Beginning on Monday, April 12, crews will apply the traffic membrane system to the areas in front of the elevators and stair tower #1 on levels 2, 3, 4 and 5. 
Please note, this project will occur in stages, and impacts will vary. Additional information is provided below:

  • During the first week of work (April 12-19), elevator #2, as well as the entrance to stair tower #1 on levels 2, 3, 4 and 5, will be inaccessible.
    • The stair tower itself will be available for utilization; however, you will be unable to enter or exit from levels 2, 3, 4 and 5 during the week of April 12.
    • The opposite elevator will be available in addition to stair towers 2, 3, 4 and 5, during this time.
  • Following completion of this work, crews will close the area in front of elevator #1 on levels 2, 3, 4 and 5 to apply the remaining traffic membrane.

The entire portion of this project is expected to be completed by Tuesday, April 26. Signage will be posted throughout the elevator and stairwell to indicate the closures.

March 23, 2021

On Friday, March 26, crews will release the previously closed spaces on level 4 and capture spaces on level 2 (13th St. side) of D Deck. Please note, this will result in a change in the traffic pattern.
Here is what you can expect when traveling on D Deck:
Friday, March 26

  • Level 4 spaces will be released for parking.
  • Level 2 (13th St. side) spaces will close for coating and striping.

Saturday, March 27

  • The entrance/exit to level 2 will close. 
    • To access level 2, please use the level 1 entrance.
    • Signage will be posted to redirect subscribers, and flagmen will be present to guide traffic, as needed.  

Level 3 will remain closed through next Friday, April 

March 11, 2021

Friday, March 12

  • The spaces previously captured on level 2 will reopen.
  • A portion of level 3 and level 4 (13th St. side) will close for seal coating.
    • The level 3 entrance/exit will be closed to traffic; passengers can access level 3 from level 2 or level 4.
      • The level 4 entrance/exit will remain open.
    • Traffic will need to use the middle drive lane to enter and exit level 3 and level 4. 
    • Signage and flagmen will be present to help guide traffic through the closures.

Sunday, March 14

  • Level 1 spaces are expected to be returned to the inventory.

January 29, 2021

Due to the weather, crews have been unable to complete their striping work as scheduled. 

The remaining spaces on level 1 (alongside 13th St.) and accompanying entrance will not be captured at this time. All existing traffic patterns will remain in place until level 3 can be completed.

We are hopeful that the level 3 spaces will be released by next Friday, Feb. 5, pending warmer temperatures. We will continue to keep you updated with the construction crew’s progression.

January 25, 2021

On Friday, January 29,  the spaces that were previously captured on level 3 will be returned to the inventory and available for parking. Additionally, the entrance to level 3 will be reopened at this time.


As construction work progresses to level 2, the remaining spaces on level 1 (alongside 13th St.) will be captured in addition to the level 1 entrance. Please note, as a result, the entrances to level 1 and level 2 will be closed to subscribers. To access level 1 and level 2, please utilize the rear access ramps.

January 20, 2021

Dear D Deck subscriber, On Friday, Jan. 22, approximately 50 spaces located on the south end of level 1 along 13th St. will be captured and unavailable for parking.  Please note, this will result in a change in the traffic pattern on the deck. 

Here is what you can expect when traveling on D Deck next week:

  • On Friday, crews will capture 50 spaces on level 1 (alongside 13th St.), and a new traffic pattern will be implemented for subscribers, beginning on Monday, Jan. 25.
    • Signage will be posted on the deck to reflect the new traffic pattern, and flagmen will be present to direct traffic as needed.
    • Additional ADA spaces have been placed throughout the deck to compensate for spaces impacted by this closure.

December 14, 2020

Beginning on Friday, Dec. 18, contractors will capture the remaining spaces on level 2 (along 13th St.) of D Deck. Please note, the entrances to levels 2 and 3 will close as a result of this work, and customers will need to utilize the rear ramps to gain access to these levels. 

Here is what you can expect when traveling on D Deck in the coming week:  

  • Effective today, Dec. 14, level 4 has been reopened to parking.
  • Starting on Dec. 18, the remaining 30 spaces on level 2 (along 13th St.) will close. Additionally, the entrances the levels 2 and 3 will be unavailable to subscribers.
    • To access level 2, please use the level 1 entrance.
    • To access level 3, please use the level 4 entrance.
    • Signage will be posted to redirect subscribers, and flagmen will be present to guide traffic, as needed.  

December 1, 2020

Beginning on Friday, Dec. 4, our contractors will capture the spaces on the south side of level 2 (along 13th St.) of D Deck. During this period, the entrance will remain open; however, the traffic pattern will change for incoming traffic.

Additionally, on Monday, Dec. 7, crews will temporarily close the level 4 exit lane to facilitate a concrete pour. Additional details are provided below.

Here is what you can expect when traveling on D Deck:  

  • Starting on Dec. 4, approximately 54 spaces on the south side of level 2 (along 13th St.) will close.
    • Additional ADA spaces will be placed throughout the deck to compensate for spaces impacted by this closure.
    • Signage will be posted to redirect subscribers, and flagmen will be present to guide traffic, as needed.  
  • On Dec. 7, between the hours of 9 a.m. and 3 p.m., crews will temporarily close the level 4 exit lane to assist with a scheduled concrete pour.
    • When exiting level 4, subscribers will need to drive up to level 5 to use the express ramp.
    • Signage will be posted to redirect subscribers, and flagmen will be present to guide traffic, as needed. 

November 23, 2020

Earlier this month, we notified you that our contractors would close the entrances to levels 3 and 4  on D Deck to facilitate upcoming demolition work on D Deck. 

Please be advised that crews will no longer need to close two entrances at a time during this point of construction; however, this joint-closure is expected in 2021. Beginning on Monday, Nov. 30, the entrance to level 3 will close. As of this evening, Monday, November 23, the exit lane of level 4 will reopen. The entrances/exits to levels 1, 2, 4 and 6 (express ramps) will remain open.

Following the closure of the level 3 entrance, subscribers who need to access/depart level 3 should enter/exit via the entrance/exit on level 2 or level 4.

November 10, 2020

On Friday, November 13, additional spaces on Level 3 along 13th St. will close to accommodate construction. Please note, this will result in a change in the traffic pattern.
 
Here is what you can expect when traveling on D Deck this week:

  • On Nov. 13, the remaining spaces on Level 3 along 13th Street, with the exception of the entrance/exit lanes, will be captured for construction.
    • Signage will be posted on the deck to reflect the new traffic pattern.
    • Level 3 entrance and exit lanes will remain open and accessible.
    • Several ADA spaces will be placed on Level 2 near the elevator to make up for lost spaces on Level 3.
  • Additionally, on Nov. 13, the spaces located along 13th Street on level 5 will re-open.
  • The spaces on level 4 will remain closed.

November 6, 2020

Due to the unique design of D Deck, crews will need to close two entrances/exits of the deck to mitigate the risk of fallen debris during demolition. Beginning on December 4, 2020, the entrances/exits to levels 3 and 4 will close to facilitate this construction. The entrances/exits to 1, 2 and 6 (express ramps) will remain open.

Following this closure, subscribers who need to access levels 2, 3 and 4 will need to enter/exit via the entrance/exit on level 2.  Subscribers who need to access levels 5, 6 and 7 will need to enter/exit the express ramp entrance/exit. Slight delays may be possible when entering or exiting the facility during rush hours. 

We understand that this closure will impact your typical parking experience and remain committed to ensuring that we provide all needed accommodations to create the most seamless transition possible. Flagmen will be present to direct subscribers through the closure. Additionally, we will work with our contractor to reopen the affected areas as soon as possible.

October 27, 2020

On Friday, October 30, in preparation for additional concrete demolition on level 3, approximately 40 spaces on the north side of the level 3 entrance will close to customer parking, and a minor detour will be implemented for outbound traffic.

Here is what you can expect when traveling on D Deck this week:

  • On Oct. 30, approximately 40 spaces on the north side of the level 3 entrance (along 13th St.) will close. Additionally, outbound traffic will encounter a minor detour when exiting the facility.
    • Signage will be posted within the deck to direct traffic through the detour.
  • The spaces located on the southwest side (13th St. side) of levels 4 and 5 will remain closed, and the associated traffic pattern will remain in place.

September 9, 2020

On Friday, September 11, in preparation for concrete demolition on level 5, crews will close the spaces located on the southwest end (13th St. side) of levels 4 and 5. Please note, this will result in a change in the traffic pattern.

Here is what you can expect when traveling on D Deck:

  • On Sept. 11, the spaces located on the south end of level 2 will reopen, including the south ramps.
  • Additionally, on Sept. 11, the spaces located on the southwest side (13th St. side) of levels 4 and 5 will close.
    • No stair towers or elevators will be blocked during this phase of construction.
    • There will be a high level of noise associated with this work, as jackhammering will be involved.

August 25, 2020

On Friday, August 28, in preparation for the membrane application on level 2, crews will close the spaces located on the south end of level 2. Please note, this will result in a change in traffic pattern.

Here is what you can expect when traveling on D Deck:

  • On August 28, the spaces located on the south end of level 3 will reopen, to include the south ramps.
  • Additionally, on August 28, the spaces located on the south end of level 2 will close.
    • Traffic will be diverted to use the north ramps to travel to levels 3 and 4.
    • On stair tower #5, level 2 will be inaccessible. All other stair towers will remain open and accessible during this time.

July 28, 2020

On Friday, July 31, in preparation for the membrane application on level 2, crews will close the spaces located on the north end of level 2. Please note, this will result in a change in traffic pattern.

Here is what you can expect when traveling on D Deck:

  • On July 31, the spaces located on the north end of level 3 will reopen, to include the north ramps.
  • Additionally, on July 31, the spaces located on the north end of level 2 will close.
    • Traffic will be diverted to use the south ramps to travel to levels 2 and 1.
    • On stair tower #4, level 2 will be inaccessible. All other stair towers will remain open and accessible during this time.

July 13, 2020

On Friday, July 17, in preparation for the membrane application on level 3, crews will close the spaces located on the north end of level 3. Please note, this will result in a change in traffic pattern.

Here is what you can expect when traveling on D Deck:

  • On July 17, the spaces located on the north end of level 4 will reopen, to include the north ramps.
  • Additionally, on July 17, the spaces located on the north end of level 3 will close.
    • Traffic will be diverted to use the south ramps to travel to levels 2 and 1.
    • On stair tower #4, level 3 will be inaccessible. All other stair towers will remain open and accessible during this time.

July 1, 2020

Due to the Fourth of July holiday weekend, our contractors will begin closures earlier than normal. On Wednesday, July 1, in preparation for the membrane application on level 4, crews will close the spaces located on the north end of level 4. Please note, this will result in a change in traffic pattern.

Here is what you can expect when traveling on D Deck next week:

  • On July 1, the spaces located on the north end of level 5, including the ramp, will open.
  • Additionally, on July 1, the north end of level 4 will close, to include the north ramps.
    • Traffic will be diverted to use the south ramps to travel to levels 3 and 5.
    • On stair tower #4, level 4 will be inaccessible. All other stair towers will remain open and accessible during this time.

June 9, 2020

Over the next few months, our contractor will transition from performing demolition repairs to surface preparation and re-striping. During this period, the duration of each phase will be shortened from six weeks to approximately two weeks. We will continue to notify you of impacts as they progress through each of these phases on the deck.

On Saturday, June 13, in preparation for contractors to perform a membrane application on level 5, crews will close the spaces located on the north end of level 5. Please note, this will result in a change in traffic pattern.

Here is what you can expect when traveling on D Deck next week:

  • On  June 13, the spaces located on the south end of levels 2 and 3, including the ramp, will open.
  • Additionally, on June 13, the north end of level 5 will close, to include the north ramps.
    • Traffic will be diverted to use the south ramps to travel to levels 4 and 5.
    • On stair tower #4, level 5 will be inaccessible. All other stair towers will remain open and accessible during this time.

March 31, 2020

In preparation for demolition on level 3, beginning on Friday, April 3, crews will begin to close the spaces located on the south end of level 3 and level 2. Please note, this will result in a change in traffic pattern.

New projects:

  • On Saturday, April 4, the south end of levels 3 and 2 will close, to include the south ramp.
    • The spaces on levels 1 and 2 will be returned for parking.
    • Traffic will be diverted to use the north ramps to travel to levels 2 and 3. 
    • The spaces located on the north end of levels 1 and 2, including the ramp, will be reopened.  
  • On levels 2 and 3, stair tower #5 will be inaccessible. All other stair towers will remain open and accessible during this time.

    • Level 2 will remain closed.
    • Traffic will be diverted to use the south ramps to travel to levels 2 and 3.
    • The spaces located on the north end of level 3, including the ramp, will be reopened.
  • On stair tower #4, levels 1 and 2 will be inaccessible. All other stair towers will remain open and accessible during this time.

Existing projects:

  • The horizontal piping project has been completed

January 15, 2020

In preparation for demolition on level 3, on Saturday, January 18, crews will close the spaces located on the north end of level 2. 

Here is what you can expect when traveling on D Deck next week:

New projects:

  • On Saturday, January 18, the north end of level 2 will close, to include the north ramp.
    • Level 3 will remain closed.
    • Traffic will be diverted to use the south ramps to travel to levels 1, 2, 3 and 4.
    • The spaces located on the north end of level 4, including the ramp, will be reopened.  
  • On stair tower #4, levels 2 and 3 will be inaccessible. All other stair towers will remain open and accessible during this time.

Existing projects:

  • The horizontal piping project remains ongoing.
    • During certain periods, a temporary drive lane may be created between impacted parking spaces to allow traffic to bypass the closure(s).
    • This project will continue over the next several weeks.

December 5, 2019

In preparation for demolition on level 4, on Sunday, December 8, crews will close the spaces located on the north end of level 3. Please note, this will result in a change in traffic pattern. 

Additionally, due to the change in weather, contractors will resume sealcoating in the spring. This will result in more frequent and shorter durations between work phases. We will provide updates as work progresses throughout the facility in advance of these changes so that you can make any necessary accommodations to your commute. 

Here is what you can expect when traveling on D Deck next week:


New projects:

  • On December 8, the north end of level 3 will close, to include the north ramp.
    • Level 4 will remain closed.
    • The spaces located on the north end of level 5, including the ramp, have been reopened.  
  • Traffic will be diverted to use the south ramps to travel to levels 3 and 4.
  • On stair tower #4, levels 3 and 4 will be inaccessible. All other stair towers will remain open and accessible during this time.

Existing projects:

  • The horizontal piping project remains ongoing.
    • During certain periods, a temporary drive lane may be created between impacted parking spaces to allow traffic to bypass the closure(s).
      This project will continue over the next several weeks.

October 8, 2019

We were recently notified of an issue with the drainage piping system on D Deck, which will have to be replaced. As a result, crews will begin replacement of all horizontal piping, beginning on Monday, October 14

Throughout the course of this project, crews will block up to 30 parking spaces daily on one level, starting with level 1. During certain periods, a temporary drive lane may be created between impacted parking spaces to allow traffic to bypass the closure(s).

This project will take place over the next several weeks. An expected completion date will be established following the commencement of work.


October 3, 2019

In preparation for demolition on level 5, on Saturday, October 12, crews will close the spaces located on the north end of levels 4 and 5. Please note, this will result in a change in traffic pattern.

Here is what you can expect when traveling on D Deck next week:

New projects:

  • On October 12, the spaces located on the south end of level 3, including the ramp, will open.
  • Additionally, on October 12, the north end of levels 4 and 5 will close, to include the north ramps. 
    • Traffic will be diverted to use the south ramps to travel to levels 4 and 5.
    • On stair tower #4, levels 4 and 5 will be inaccessible. All other stair towers will remain open and accessible during this time.

Existing projects:

There are currently no additional projects in progress.

August 30, 2019

In preparation for demolition on level 4, on Saturday, September 7, crews will close the spaces located on the south end of level 3. Please note, this will result in a change in traffic pattern, which will mimic the existing closure on level 4.

 

Here is what you can expect when traveling on D Deck next week:

New projects: 

  • On September 7, the spaces located on the south end of level 3, including the ramp, will close. 
    • The express exit ramp on level 5 will open.
    • The existing traffic pattern on upper level 4 will remain in place for demolition. 

Existing projects: 

  • The window project will conclude by September 6.
  • All stair towers will be open and accessible. 

August 7, 2019

From Wednesday, August 14 through Friday, August 16, our contractor will begin a concrete repair project on level 5 of D Deck. On these days, the entrance and exit lanes of level 4 will be closed from 9 a.m. to 3 p.m., while the concrete is being poured. 

Please utilize the entrance and exit lanes on levels 1, 2, 3 or the express entrance on level 5 during the closures. 


July 10, 2019

In preparation for demolition on level 5, on Monday, July 15, crews will close the spaces located on the south end of level 5, which includes the express exit ramp. Please note, this will result in a change in traffic pattern, which will mimic the existing closure on level 6.

Here is what you can expect when traveling on D Deck next week:

New projects: 

  • On July 15, the spaces located on the south end of level 5, including the express exit ramp, will close. 
    • The express entry ramp on level 5 will open. Passengers will be diverted to exit via level 4. Flagmen will be stationed on level 4 during peak times to assist with traffic.
    • The existing traffic pattern between upper levels 3, 4 and 5 will remain in place.  
  • The vestibule entrance to the pedestrian bridge will remain partially closed along the walkway of level 7. Beginning on July 15, the north elevator will be out of service; however, stair tower access from this level will not be impacted.

Existing projects 

  • Access to stair tower #2 will remain unavailable from all levels, and the sidewalk in front of this stair tower will remain closed to pedestrians.
    • When traveling north or south in front of D Deck, pedestrians should cross to the west side of the street to bypass the area near stair tower #2.
    • Stair towers #1, #3, #4, and #5 will be open.
  • The ramp located on the south end of the deck, leading to levels 4 and 5 will will be closed, and traffic will continue to be diverted to the ramp on the north end of the deck.

June 28, 2019

On Monday, July 8, crews will perform sealcoating in front of the elevators on levels 6 and 7. Please note, on level 7, crews will close a portion of the walkway to complete this project. Additionally, access to the south elevator will be unavailable from all levels.  

Here is what you can expect when traveling on D Deck next week:

New projects

  • Beginning July 1, the vestibule entrance to the pedestrian bridge will be partially closed along the walkway of level 7. Access to the hospital as well as both elevators and stair towers will not be impacted. 
  • On July 8, crews will perform sealcoating, which will require the closure of a portion of the walkway on level 7 and the entire south elevator.

Existing projects

  • The north elevator will remain closed through June 30.
  • Access to stair tower #2 will remain unavailable from all levels, and the sidewalk in front of this stair tower will remain closed to pedestrians.
    • When traveling north or south in front of D Deck, pedestrians should cross to the west side of the street to bypass the area near stair tower #2.
  • Stair towers #1, #3, #4, and #5 are now open.
  • The scaffold will remain erected at the entrance of level 4. 
  • The spaces located on the south end of level 5 and 6, which include the express exit ramp, will remain closed. The existing traffic pattern between upper levels 4, 5 and 6 will remain in place. 
  • The ramp located on the south end of the deck, leading to levels 6 and 7, will remain closed, and traffic will continue to be diverted to the ramp on the north end of the deck.

June 17, 2019

On Monday, June 24, stair tower 1 will be re-opened from levels 4-7, and the south elevator will be inaccessible from all levels through Sunday, June 30. Please utilize the north elevator and stair towers 1, 3, 4 or 5 during these times.

June 10, 2019

On Monday, June 17, the exit and entrance lanes on level 4 of D Deck will be closed from 9:30 a.m. to 3 p.m. while crews deliver concrete to complete repairs on level 6. During these times, you will need to utilize levels 1,2 and 3 to access levels 4-7.

Additionally, from Tuesday, June 18 through Sunday, May 23, stair tower #1 will be closed from levels 4-7, and the north elevator will be inaccessible from levels. Please utilize the south elevator and stair towers 3, 4 and 5 during these times.

June 7, 2019

On Monday, June 10, crews will transition to closing stair tower #2 on 13th St. to begin window replacement within this portion of the deck. Please note, this work will also require the closure of the sidewalk located in front of this stair tower.

Here is what you can expect when traveling on D Deck next week:

  • Beginning on June 10, access to stair tower #2 will be unavailable from all levels, and the sidewalk in front of this stair tower will also be closed to pedestrians.
    • When traveling north or south in front of D Deck, pedestrians should cross to the west side of the street to bypass the area near stair tower #2.
  • Access to stair tower #3 will remain unavailable from all levels until inspection is complete; however, the sidewalk in front of this stair tower will be open to pedestrians.
  • The spaces located on the south end of level 5 and 6, which include the express exit ramp, will remain closed. The existing traffic pattern between upper levels 4, 5 and 6 will remain in place. 
  • The scaffold will remain erected at the entrance of level 4. 
  • All spaces on level 7 have been reopened for parking. A portion of spaces on levels 6 will remain closed for demolition.
  • The ramp located on the south end of the deck, leading to levels 6 and 7, will remain closed, and traffic will continue to be diverted to the ramp on the north end of the deck.

May 21, 2019

In preparation for demolition of level 6, on the evening of Friday, May 24, crews will close the spaces located on the south end of level 5, which includes the express exit ramp. Please note, this will result in a change in the traffic pattern on level 5. When exiting from this level, subscribers will be diverted to use the ramp on the north end of level 5 to access level 4.

Here is what you can expect when traveling on D Deck next week:

  • The spaces located on the south end of level 5, which includes the express exit ramp, will be closed.
    • When exiting the facility, subscribers will be diverted to level 4 to exit.
  • The scaffold will remain erected at the entrance of level 4.
  • Access to stair tower #3 will remain unavailable from all levels, and the sidewalk in front of this stair tower will remain closed to pedestrians.
    • When traveling north or south in front of D Deck, pedestrians should cross to the west side of the street to bypass the area near stair tower #3.
  • All spaces on level 7 will be reopened for parking. A portion of spaces on levels 6 will remain closed for demolition.
  • The ramp located on the south end of the deck, leading to levels 6 and 7, will remain closed, and traffic will continue to be diverted to the ramp on the north end of the deck.

Our construction team will be relocating the scaffold on D Deck from level 3 to level 4 between Tuesday, May 7 and Thursday, May 9, during the hours of 10 a.m. to 2 p.m., weather permitting.

Additionally, from Monday, May 13 through Monday, June 10, crews will transition to closing stair tower #3 on 13th St. to begin window replacement within this portion of the deck. Please note, this work will also require the closure of the sidewalk located in front of the stair tower.

Here is what you can expect when traveling on D Deck next week:

  • Between May 7 and May 9, crews will close one lane of traffic at a time as they remove the scaffold from the entrance of level 3 to level 4. During these times, you may utilize alternate levels to enter and exit the facility.
    • Parking will not be impacted by this project, and all entrance and exit lanes will be reopened immediately following relocation of the scaffold.  
  • From May 13 to June 10, access to stair tower #3 will be unavailable from all levels, and the sidewalk in front of this stair tower will also be closed to pedestrians.
    • When traveling north or south in front of D Deck, pedestrians should cross to the west side of the street to bypass the area near stair tower #3.
  • Stair tower #4 (located in the northwest corner of the deck) has been reopened; access to stair tower #5 will remain unavailable from all levels.
  • A portion of spaces on levels 6 and 7 will remain closed for demolition.
  • The ramp on the south end of the deck, leading to levels 6 and 7, will remain closed, and traffic will continue to be diverted to the ramp on the north end of the deck.
  • Level 5 has been reopened, and a portion of level 6 will remain closed.

On Friday, April 12, the construction team will relocate the existing fencing on level 6 to the south end of the deck. Additionally, fencing on level 7 (both upper and lower) will be constructed so that crews can begin demolition in this area. Please note, this will result in a change in traffic pattern.

Here is what you can expect when traveling on D Deck next week:

  • On April 12, demolition on level 6 will expand to include the closure of additional spaces on level 7.
    • The ramp on the south end of the deck, leading to levels 6 and 7, will be closed, and traffic will be diverted to the ramp on the north end of the deck (mirroring the existing closure).
    • Access to stair tower #5 from all levels will be unavailable.
    • Directional signage will be posted noting all alterations to the new traffic pattern, and personnel will be stationed on the deck to assist with traffic flow.
  • Stair tower #4 (located in the northwest corner of the deck) will remain closed as crews continue demolition and replacement of the windows.
  • Level 5 will remain closed, and the constructed travel lane will remain in place to allow subscribers to bypass the impacted construction area.
  • A portion of level 6 and level 5 has been reopened for parking.

March 8, 2019

On Monday, March 18, crews will begin to replace the windows located within each stair tower of the deck. During this project, one of the stair towers will be closed to customer traffic for a four-week period. Work will be completed in phases, with crews beginning on stair tower #4.

Here is what you can expect when traveling on D Deck next week:

  • Stair tower #4 (located in the northwest corner of the deck) will remain closed as crews begin demolition and replacement of the windows.
  • The north end of level 6 (closest to I-95) will remain closed to parking, and existing traffic patterns on this level will remain in place.
  • Level 5 will remain closed, and the travel lane will remain in place to allow subscribers to bypass the impacted construction area.

Our construction team will be relocating the scaffold on D Deck from level 1 to level 2 between Wednesday, March 6 and Friday, March 8, weather permitting.

During this process, crews will close one lane of traffic at a time as they relocate the scaffold from the entrance of level 1 to the entrance of level 2. During these times, you may utilize alternate levels to enter and exit the facility.

Parking will not be impacted by this project, and all entrance and exit lanes will be reopened following relocation of the scaffold.  


February 8, 2019

On Saturday, Feb. 16, the construction team will close additional spaces on level 5 of D Deck, which will create impacts to the existing traffic pattern.

Here is what you can expect when traveling on D Deck next week:

  • On Friday, Feb. 15, from 10 a.m. to 2 pm., the construction team will begin a six-week project along the front of the deck. This project will entail erecting a large scaffold above the entrance of each deck level, beginning with level 1. 
    • The entrance and exit lanes on the impacted level will be temporarily closed to traffic during erection. Alternate levels may be utilized to enter and exit the facility during these times.
  • On Saturday, Feb. 16, demolition on level 6 will expand to include the closure of additional spaces on level 5.
    • All traffic entering or exiting level 5 will be redirected to the south ramp (mirroring the existing closure on level 6). 
    • Directional signage will be posted noting all alterations to the new traffic pattern, and personnel will be stationed on the deck to assist with traffic flow.
  • As a reminder, all spaces on Level 7 have been reopened for parking.

February 7, 2019

Due to delays, our construction team was unable to begin erection of the scaffold on Tuesday, Feb. 5. This project will now begin on Friday, Feb. 15.

Beginning on Feb. 15, from 10 a.m. to 2 p.m., the construction team will begin work along the front of D Deck, which will require erecting a scaffold above the entrance of each level of the deck. This project is expected to be completed in approximately 6 weeks, weather permitting.

Please note, as crews erect the scaffold on each level, the entrance and exit lanes on the impacted level will be temporarily closed to traffic for that day. Crews will work on one level at a time, beginning with level 1. During these times, you may utilize alternate levels to enter and exit the facility.

Parking will not be impacted by this project.

All entrance and exit lanes will be reopened following completion of the scaffold.

Additionally, the previously closed parking spaces located in the northeast corner of level 7 have now been reopened for parking. 


January 30, 2019

On Monday, Jan. 28, the construction team will begin demolition on the north end of level 6 of D Deck, which will require closing level 5. Please be advised that the traffic pattern will be altered on level 5 while demolition take place. 

Here is what you can expect when traveling on D Deck next week:

  • The north end of level 6 (closest to I-95) will remain closed to parking, and existing traffic patterns on this level will remain in place.
  • Level 5 will be closed, and a new travel lane will be constructed to allow subscribers to bypass the impacted construction area. 
    • Both ramps on level 5 will remain open to traffic entering and exiting the level. 
  • Portions of level 7 will be re-opened for subscriber parking.
  • Due to weather conditions, the travel lane located in front of the ramp that leads to lower level 7 will remain closed to traffic.  The temporary travel lane created to assist subscribers entering and exiting the upper portion of level 7 will remain open.
  • Contractors will continue to perform concrete repair work on levels 6 and 7, and these existing closures will remain in place. 
  • Directional signage will be posted noting all alterations to the traffic pattern, and personnel will be stationed on the deck to assist with traffic flow.

Fencing will be erected on the evening of Friday, Jan. 25 to block the new construction zones.

On Monday, Jan. 14, the construction team will begin painting the outside of the south wall of D Deck and will need to close the travel lane located in front of the ramp that leads to lower level 7 for approximately one week. Please be advised that the traffic pattern in this portion of the deck will be altered slightly to accommodate this work. 

Here is what you can expect next week:
  • The travel lane located in front of the ramp that leads to lower level 7 will be closed to traffic through Monday, Jan. 21.
  • A new travel lane will be created to temporarily assist subscribers entering and exiting the upper portion of level 7.
    • Subscribers entering onto the ramp leading to lower level 7 will need to bear left, instead of proceeding straight, to access upper level 7.
  • Directional signage will be posted noting the alterations to the traffic pattern, and personnel will be stationed on the deck to assist with traffic flow.
  • Contractors will continue to perform concrete repair work on levels 6 and 7.

On Tuesday, Jan. 22, the traffic pattern for this portion of the deck will return to normal.

December 7, 2018

Due to the extent of the concrete damage recently discovered on D Deck, the estimated completion date for renovation has been extended to winter 2019.  We will continue to provide project updates throughout the renovation period.

Here is what you can expect on D Deck during the remaining weeks:

  • Contractors will remain on levels 6 and 7 to continue the application of corrosion inhibitors to the concrete.
  • Traffic patterns will remain unchanged throughout this phase of construction.
  • Staff will be directing traffic on levels 6 and 7, and we will continue to monitor the flow of traffic on 13th St. as work continues.

Contractors are expected to shift phases in early January, pending weather conditions; however, we will notify you prior to this change taking place.


October 29, 2018

This morning’s traffic jam, which originated on the deck and soon spread onto Duval Street, created delays that ultimately inconvenienced several subscribers.

As a result of the recent change in traffic pattern due to the contractors’ new positioning on the north end of levels 6 and 7 of deck, the two existing entry and exit ramps were reduced to one ramp that was used for both ingress and egress. As a result, many subscribers were unclear as to which direction to travel due to inadequate personnel to provide direction and a lack of clear signage to provide seamless navigation throughout the facility. The sudden change in traffic pattern in the middle of the week created additional confusion, as many subscribers had already become accustomed to a standard route to arrive to their usual parking area.

We have developed the following plan, which will be implemented immediately, to mitigate these issues:

  • Moving forward, for the duration of the construction project, any changes to the traffic plan will occur on the weekend. This will provide our enforcement team with sufficient time to close all impacted parking spaces. Additionally, the construction team will erect their necessary fencing earlier in the week, during non-peak hours, to minimize further disruption to subscribers during the morning hours.
  • During peak traffic hours (6:30 a.m. to 9:30 a.m. and 4 p.m. to 5:30 p.m.), our contractors will supply personnel to direct traffic on levels 6 and 7. In the morning peak periods, we will also block off the express entry lane (which spills onto level 6) to allow traffic to exit level 6, while reducing potential congestion on this level. Please note, this change means that incoming subscribers will need to utilize the lower levels to enter the facility and travel up to the top levels of the deck.
  • Working in partnership with the construction team, we have ensured that enhanced signage, providing clear directions for navigating the deck as well as active detours, will be posted throughout the facility in a timely manner.
  • Last, we will have increased managerial oversight for this facility, particularly during the morning and afternoon peak periods, to ensure a smoother ingress and egress for subscribers.

We are confident that this plan will alleviate future congestion issues on D Deck as a result of the construction activity; however, we will continue to closely monitor the activity at this facility, and will work to proactively mitigate potential issues before they arise.

On Wednesday, October 31, we will be advancing to the second phase of restoration on the D Deck. During this period, crews will transition to the center spaces located on levels 6 and 7 to apply corrosion protection onto the deck‘s surface. Accessible parking on level 7 will not be impacted, and elevator access will remain uninterrupted.

In July, we embarked on a yearlong maintenance project to renovate several declining structural elements within the D Deck.  As part of our contractor’s work plan, approximately 250 parking spaces would be closed to parking daily as crews advanced throughout the facility.

We are aware that these closures have recently placed a considerable strain on our space availability, and, as a result, have had to temporarily redirect subscribers to an alternate parking facility more frequently than initially predicted.

We certainly understand the level of frustration and inconvenience this frequent displacement has caused many subscribers, and want you to know that your concerns are being taken seriously. Consequently, the VCU Parking and Transportation team, in partnership with health system administration, is quickly working to develop a viable solution to mitigate this issue.  Additional details regarding our action plan will be shared in the coming days.

We remain committed to ensuring this issue is resolved in a timely manner and will continue to keep you informed throughout the process.


July 25, 2018

Due to extended concrete repairs needed on level 6, the temporary ADA spaces previously located on level 6 of this facility will be relocated to level 7 on Thursday, July 26.


July 12, 2018

Beginning on Monday, July 16, the first phase of minor repairs and application of corrosion protection will begin on the D Deck.  Work is expected to be completed in approximately 24 days, weather permitting.

During this period, crews will close a portion of spaces on levels 6 and 7 (125 spaces on levels 6 and 125 spaces on level 7) to apply the corrosion protection onto the deck’s surface.  Accessible parking will still be available on level 7; however, these spaces will be relocated within the level.

Additionally, crews will close stair towers 2 and 3 to perform minor repairs.

There will be no alterations to the facility’s traffic pattern, and elevator access will remain uninterrupted during this time.

The D Deck, originally built in the early 1970s, is currently VCU’s oldest parking facility. In 2015, VCU Parking and Transportation embarked on a year-long renovation project to restore several structural elements within the D Deck.  This restoration work, consisting of structural repairs, drainage improvements, stair tower repairs, elevator modernization, and lighting enhancements, would extend the life of this important facility by nearly 20 years.  While we were able to complete a majority of these essential repairs, due to pending construction plans, this project was temporarily suspended until further notice.

We are pleased to report that we will continue with the D Deck restoration efforts, beginning on Monday, July 9.  As part of this project, crews will address structural repairs as well as perform preventative maintenance tasks, such as sealcoating and corrosion protection.  The working plan will consist of a process similar to previous restoration efforts, with crews closing 250 parking spaces at one time while advancing throughout the deck levels.

The entire restoration project is expected to be completed by March 2019.

We will maintain frequent communication throughout the construction process, notifying you as crews close each level.  Please note, ADA parking spaces may be relocated to alternate levels as work progresses; however, we will communicate the location of these spaces when this occurs.  Additionally, while long-term relocation is not expected, it is possible that there will be a day when D Deck reaches capacity.  During these infrequent times, staff will be on-site to temporarily redirect subscribers to an alternate parking facility.  We will utilize our text alert service to communicate these temporary closures to subscribers as they occur.  If you are not currently enrolled in the text service, we strongly encourage you to enroll.  You may view instructions for enrollment at go.vcu.edu/parkingalerts.
